The Public Review Draft General Plan is now available for download and review. This includes the Existing Conditions Report (background information) and Policy Document. Included in the Policy Document is the Land Use and Circulation Diagram.

The Draft Environmental Impact Report (Draft EIR), which evaluates the environmental impacts of the General Plan relative to the California Environmental Quality Act (CEQA), is also available below. The Draft EIR is available for a 45 day public review period commencing July 23, 2008 and ending September 5, 2008 at 5:00 p.m. 

The Galt Planning Commission will hold a public meeting to provide additional opportunity for public comment on the Draft EIR.  The Planning Commission will also hold a public hearing on the same date to review and make a recommendation on the Draft Galt General Plan 2030 to the Galt City Council.  Both the public meeting and the public hearing will be held in the Council Chamber of Galt City Hall, 380 Civic Drive, Galt, California, on the date and time indicated below, or as soon thereafter as the matter can be heard.

Meeting Announcement

The Planning Commission will review the Draft Environmental Impact Report for the Galt General Plan 2030 and provide an opportunity for public input.  The Planning Commission will further review the General Plan 2030 and consider all evidence in the record including, but not limited to, the staff report and public testimony and make a recommendation to the Galt City Council to adopt, conditionally adopt, or deny the Galt General Plan 2030.   The Galt City Council public hearing on the Draft General Plan and Final EIR will be scheduled in the fall and will be the subject of a subsequent public notice.

This diagram reflects changes made by the City Council on December 4, 2007. This diagram will become the official draft land use diagram in the Draft General Plan, anticipated to be released for public review in early 2008.

The City Council will hold a meeting on December 4, 2007, to consider recommendations from the Galt Planning Commission on revisions to the “Workshop Draft” Land Use and Circulation Diagrams (shown above) which may be considered for inclusion in the Official Draft General Plan 2030 and Draft Environmental Impact Report (DEIR).

Over the past three months, the Galt Planning Commission held ten public workshops to review each Element of the “Workshop Draft” General Plan 2030 in depth. The purpose of these workshops was to give the public and local agencies a preview of the entire draft policy document in an effort to resolve most issues before the City releases the Official Draft General Plan 2030 and Draft EIR for the statutory public review period. PLANNING COMMISSION PUBLIC WORKSHOPS ON POLICY DOCUMENT

The Galt General Plan consists of two documents: the Existing Conditions Report and the Policy Document. The Policy Document is divided into two main parts:

Part I - General Plan Summary

Part I is a summary of the General Plan, describing the nature and purpose of the plan, highlighting the guiding principles of the plan, and outlining the plan’s main proposals. It does not constitute formal general plan policy, but is rather a guide to understanding and interpreting Part II of the Policy Document.

Part II - Goals, Policies, and Implementation Programs

Part II contains explicit statements of goals, policies, standards, implementation programs, and quantified objectives that constitute the formal policy of the City of Galt for land use, development, and environmental quality. Part II is divided into 10 Elements. The goals, policies, standards, and implementation programs in this part are based on the City Council's Preferred Land Use Alternative (3/14/07):

The City is holding an EIR Scoping Meeting in order to seek input from residents, property owners, and concerned citizens as to the issues that should be addressed in the General Plan's Environmental Impact Report (EIR). The City will be the Lead Agency for the preparation of the EIR, which will eventually be used by Galt and other agencies when considering relevant permits or other approvals for the Proposed Project.

An initial study was not prepared for this NOP; however, a summary of the environmental issues to be analyzed in the EIR is provided as part of the attached information. The project description, location, and the probable/potential environmental effects of the Proposed Project can be viewed in the Notice of Preparation of the Galt General Plan EIR.

Note for Responsible Agencies: Due to the time limits mandated by State Law, your response must be sent at the earliest possible date, but not later than September 13, 2007. Please send your written comments, including the name for a contact person in your agency, to:
